Brian McCaskell is the youngest officer assigned to the Tucker Street [police] substation in Burlington, North Carolina. His youth and unjaded personality tempers the sarcastic humor of fellow officer, Corporal David Rafferty, and lightens the ever-serious and sometimes even fatherly persona of boss, Staff-Sergeant Kevin Slater.

Brian is the first of the Tucker Street group to meet profiler, Jess Mitchell, who's assistance has been requested by the Chief of Police. He immediately develops a schoolboy crush on her and earns the nickname, Moon Eyes, from Jess' best galpal, Niki Shannon.
